A tragic accident occurred in which an explosion inside a tank during live-fire exercises at a Ground Self-Defense Force training area in Oita Prefecture left three personnel dead and another one injured.
The accident, which occurred while using firearms, is a serious issue that concerns the very foundation of an organization as the armed forces. The Defense Ministry and the Self-Defense Forces must investigate the cause and implement measures to prevent a recurrence.
The accident occurred at the Hijudai Training Area in Oita Prefecture. According to the GSDF, a shell inside the tank exploded. The details of the accident remain unclear.
The explosion occurred inside a domestically produced cutting-edge Type-10 tank, deployed in fiscal 2010, which features enhanced firing and command-and-control capabilities using digital systems. It is currently the GSDF’s main tank.
The tank involved in the accident belonged to the Western Army Tank Unit, whose primary mission is the defense of the Nansei Islands. This tank unit plays a crucial role in preventing an enemy from landing on Japan’s remote islands.
Why did a shell with such high lethality explode? Was there a problem with the shell itself, or was it mishandled during storage? Were the handling procedures on the day followed correctly according to regulations? A thorough investigation is necessary.
In particular, the GSDF must conduct a comprehensive review — including an examination of its daily activities — to ensure that discipline is maintained and there is no complacency within the organization.
Tanks sometimes travel on public roads when moving. As a result of this accident, there must be many residents who now feel uneasy about tanks traveling on public roads.
The GSDF should provide the public with a thorough explanation of the progress of the investigation.
Masayoshi Arai, the GSDF chief of staff, apologized at a press conference and announced the suspension of live-fire training involving tanks of the same model nationwide. Given the gravity of the situation, this is quite natural.
In another tank accident that occurred in 2017, a different model of tank overturned at a training area in Hokkaido, killing a personnel who was pinned under it.
Training for SDF personnel is inherently dangerous. That is precisely why the utmost safety management measures must be taken. It is crucial to thoroughly examine this accident and incorporate new measures into safety management regulations for training involving tanks.
Regarding the GSDF, an officer stationed at a camp in Miyazaki Prefecture was arrested last month on suspicion of trespassing into the Chinese Embassy in Japan. The officer was quoted as saying that he intended to meet the ambassador and ask him to refrain from making hardline remarks.
The Chinese government lodged a protest with the Japanese government, and Chinese media criticized the incident as a manifestation of Japan shifting to the right. The SDF should recognize that a lapse in discipline within a unit sets a bad example that invites misplaced criticism.
